History

The passing of several important health finance measures in the 1990s helped to fuel the idea of a stronger, more responsive public health care system. 

The National Health Service of 1995, which President Fidel V. Ramos signed in the same year, was created in response to the citizenry’s demand for more extensive health care coverage for reinsurers and disadvantaged groups.

The Philippine Health Insurance Corporation (PhilHealth), which was mandated to provide social health coverage to all Filipinos for a while, was established due to this law.

Mandate

The National Health Insurance Program was formed to provide healthcare coverage and guarantee that medical care is inexpensive, appropriate, accessible, and available to all Filipino residents. 

It will be a channel for the healthy to contribute to the care of the patients, as well as for those who can offer medical treatment to subsidize those who are unable. 

It will begin with Plans I and II or Medicare and progressively extend to establish a universal healthcare policy for the entire community.

Powers And Functions

PhilHealth is a tax-exempt government-owned corporation that works with the Department of Health to coordinate and guide policies. 

It was formed to manage the execution of the Philippines’ National Health Insurance Program (NHIP) (RA 7875, Article IV, Section 16 as revised by RA 10606).

Its powers comprise but are not restricted to the following: publishing an annual report that includes the status of the NHIP, total payments, reserves, the average cost to recipients, and any demand for further funding.

If an employer fails to remit contributions on time, the Corporation may levy interest and penalties of up to three percent (3%) per month, as determined by the Corporation. 

The Corporation also may settle, waive, or refund such interests or charges imposed by employers, in whole or part, irrespective of the amount implicated.
