As per the guidelines provided by the Philippines’s Land Transportation Office (LTO), the process of obtaining a Official Receipt (or OR) and Registration certificate (or CR), along with securing a license plate number, is open to the following individuals or entities:

  • Authorized importers
  • Authorized dealers
  • Vehicle owners

These key stakeholders are eligible to engage in the registration process to ensure their vehicles are duly documented and authorized for road use.

LTO License Plate Rules In The Philippines

Specification

These specifications are applicable to vehicles released on or after 02/15/2017:

  • License plates for temporary use utilize the motor vehicle file number and conduction sticker (on the CR).
  • Plates are constructed from reflective, durable material.
  • The Arial font and black color are used for the alphanumeric characters.
  • Following the layout and design issued by the LTO are utilized.
  • The dealer’s name is positioned at the end for motorcycles and tricycles, while for four-wheel cars, it is placed on the two sides.

The specifications for motorcycle license plate numbers are as follows:

For Decal Plates:

  • Material: Sticker
  • Dimensions: 135mm (width) x 85mm (height)

For Metal Plates:

  • Material: Aluminum substrate
  • Dimensions: 235mm (width) x 135mm (height)

The LTO has assigned specific color combinations to differentiate new license plate numbers:

  • Government motorcycles feature white backgrounds with alphanumeric characters in red.
  • Public utility motorbikes display yellow backgrounds with alphanumeric characters in black.
  • Diplomatic motorcycles use white backgrounds with alphanumeric characters in blue.
  • For a regional touch, license plates have the same background (white) with a color stripe (varies by region) along with alphanumeric characters in black.

As previously mentioned, the process of obtaining a plate number commences registering  your road traffic vehicles. 

In addition to the Official Receipt and Certificate of Registration, the agency provides car stickers, RFID stickers, and plate numbers, although these items are not issued simultaneously. 

Notably, the numbers are explicitly indicated in the CR/OR, but the physical plate, where these numbers are embossed, often experiences significant delays in their release. 

Way to get LTO license plate 

In-person

Step 1: Collect and organize all the necessary documents to register your specific type of vehicle.

Note: It is crucial to know that the requirements for new cars vary because of their type: local purchase, imported vehicle, LEV (light electric cars), LSV (low-speed cars), tax-exempt, or a three-wheeled car. Each category may have distinct requirements, so ensure you are well-informed about the specific criteria for your vehicle type.

Step 2: Make a visit to a Land Transportation Office branch that specifically deals with new car registrations.

Note: It is a smart move to contact their customer service before making the trip because not every branch can handle this procedure. This way, you can verify whether they take new motor vehicle registrations, saving you the inconvenience of an unnecessary visit if they do not offer this service.

Step 3: Upon arrival, proceed to the designated counter.

Step 4: Hand over all the required documents you have collected to the evaluator. They will review your documents for completeness and calculate the applicable fees.

Step 5: Arrange for an emissions test for your motor vehicle and provide the report with the result of the test.

Step 6: Settle all the required fees and await the issuance of your OR.

Step 7: After completing payment, wait to collect your CR, stickers, and license plates.

Online portal

Step 1: Access the LTMS Portal.

Step 2: Sign in to your existing account, but if you are a new user, complete the registration process to create an account online.

Step 3: With your account set up, you can now utilize the portal for various LTO tasks, including settling fines for violation, as well as handling car registration or renewal expenses.

Step 4: Remember to write down your PRN (reference number) and save it for later if you make online payments.

Note: You also have the option to schedule an appointment for a visit to your preferred office, streamlining the vehicle registration or renewal process.

Fee

Given that the registration process for road traffic vehicles aligns with the process for obtaining a license plate, the overall cost remains consistent with the initial car registration. 

The total fee may fluctuate slightly based on certain factors but generally falls at approximately PHP 1,000. Additional charges apply for the stickers, license plate, tags, and inspection.

The supplementary charges comprise:

  • Metal plate: Priced at ₱450
  • Tags and stickers: Each at a rate of ₱50
  • Inspection fees: Range between ₱90 to ₱115
  • Penalty fee for missing your car’s registration schedule: Set at ₱50

Procedure To Verify Your License Plate Number

If you opt to do the service online, you will not be required to pay any fees. Yet, if you choose to use an SMS service, there will be a nominal fee associated with this service. The fee is a fixed amount of P2.50 for any network provider.

You can verify LTO plate availability by sending a text message in the following format: LTO VEHICLE [ ] your car’s plate number to 2600. After sending the message, await an automatic response providing essential information about your motor vehicle.

LTO SMS plate number verification offers a convenient option that is accessible across all network providers, including TNT, Globe, Smart, Dito, Sun Cellular, and Gomo. 

It maintains a uniform cost across all these networks and operates exclusively during standard office hours, every weekday, from 8:00 to 17:00.

Online

For an online check of your plate number’s availability, navigate to the LTO’s web database. If you are using a desktop or laptop, press and hold “CTRL + F” and enter your plate number without any spaces between characters and numbers. Another option is to utilize the website’s chat feature for additional support and assistance.

Car dealer

An alternative method is to contact the dealer from which you purchased your vehicle directly. They could provide you with information on the current status of your motor vehicle plate.

LTO License Plate Replacement Process 

To replace a lost or damaged license plate, you can follow these steps:

  • Visit the LTO office where your vehicle is registered and submit an affidavit reporting the mutilation or loss of your license plate
  • Submit essential documents, including your Official Receipt (OR), Certificate of Registration (CR), PNP-HPG certificate, and any other required paperwork.
  • Undergo a vehicle inspection conducted by the LTO to obtain an approved inspection report (MVIR).
  • Pay the prescribed fee for the replacement plate and retain the payment receipt.
  • Obtain an LTO authorization for temporarily using an improvised plate (for exactly 90 days).
